I am trying to confirm what is considered a regularly occupied area: copy room? storage room? mechanical rooms? conference rooms?

I have seen several references to View Factor 3 and cannot find any definition.

USGBC's IEQ v2009 Space Matrix indicates that Guestrooms (in their entirety) should be considered Regularly Occupied.

Our company is in charge of validating an office building compliance with credit IEQc8.2 - Views, under LEED2009 V3. 

If a project is running a simulation that shows the LUX color levels for each room on the plan, would the project have to still fill out a v2009 Daylight calculator?
