regularly occupied areas

I am trying to confirm what is considered a regularly occupied area: copy room? storage room? mechanical rooms? conference rooms?

USGBC's IEQ v2009 Space Matrix indicates that Guestrooms (in their entirety) should be considered Regularly Occupied.

If a project is running a simulation that shows the LUX color levels for each room on the plan, would the project have to still fill out a v2009 Daylight calculator?

I see that this has been asked before and there have been LEED Interpretations (10263) on this topic.  But I think they are wrong.  Specifically the ruling that says, "Note that only
