Dorm - shared FCU and Controls

We have a University Dorm project and it is understood that we would be required to have at minimum 1 control for each dorm room. The mechanical system provided has 1 FCU for every 2 dorm rooms.

I am working on a library that has tons of spaces that can meet the needs of individuals or multiple occupants. In the case of the small study rooms, I am qualifying them as multi-occupant rooms.
