Energy Modeling Licensure

Does anyone know if any states require a P.E. license to offer energy modeling as a professional service? In other words, can a non-licensed individual start an energy modeling firm?

I'm working on an appeal and the reviewer is asking me why our baseline heating went up significantly between the initial submission and our review response model.

After two rounds of review our model was denied because according to the reviewer’s comment it still “it remains unclear whether the energy savings modeled for space heating are justified”.
