Air economizers in proposed and baseline

If air economizers are not required to be modeled in the baseline system due to climate zone (4a) can you model the proposed with economizers if in design and not model economizers in the baseline?

For the purpose of energy modelling of an industrial building, there are rooms which have process related humidity control (humidity control which is not intended for comfort).

If a zone has a large exhaust fan which the exhaust rate is greater than the OA intake at the AHU (the rest of OA will be transferred from other zones , make up air, or infiltration).

Baseline Pumping Power

Based on ASHRAE 90.1, the chilled water pumping power must be 22 W/gpm and does not mentioned the effect of pumping head.
