I'm trying to understand baseline exterior lighting versus the proposed. My calculations show that my proposed is less than my baseline, is this okay? What is USGBC looking for when they ask for you to provide "exceptional calculation narrative explaining why the exterior lighting is not modeled the same in Baseline and Proposed"?

The Proposed needs to be less than the baseline allowance since this is a mandatory provision.
I am not sure why they would be asking you for an exceptional calculation for this strategy. They are not modeled the same unless the installed lighting is identical to the baseline allowance (which would be very unusual).
