In a gas station, would the fuel pumps count towards total parking capacity, seeing that many people who stop for fuel and something from inside the store only "park" at the pump?

For our current project we are allocating One parking space for the project. This space will be indicated as an accessible space.

I see this credit mainly oriented to shopping malls and office buildings, but how should I address a project where all parking spaces are going to be SOLD to individual buyers?

We have a mixed-use (residential, retail, office) project that wants to implement a vehicle sharing program for this credit.
