Our project is a multi-storey carpark from Basement Level 1 to 4, with Ground Floor as main entrance. There are different types of parking spaces, for example, goods vehicles and coach space are on B1/F while space for private cars are located on B2/F to B4/F.
Wonder if goods vehicles and coach space on B1/F are necessary to be subject to preferred parking? Or only private car parking spaces on B2/F to B4/F are subject to preferred parking?

You need to proportionally distribute LEFEV spaces per user group. Fleet vehicles and storage spaces (i.e. bus parking) are not included in credit calculations. Therefore you can exclude the goods vehicles and coach space from the LEFEV parking calculations.
Remember, LEFEV priority must be given to spaces (after accessible spaces) with the shortest distance to the entrance. For your project, I would expect private car LEFEV spaces to all be on Level 2 (and not distributed by garage floor), but ultimately that placement depends on the garage design.
