If I am fabricating the building off-site in modules and assembling those modules on-site, can I perform the flush-out in the factory?

Has anyone here done an IAQ assessment around the same time as a chlorine flush of the domestic water system and plumbing fixtures?

Could you kindly confirm than only the net (excluding wall surfaces, shafts, etc.) and not gross area of a building needs to be considered for flush-out?
