Could you kindly confirm than only the net (excluding wall surfaces, shafts, etc.) and not gross area of a building needs to be considered for flush-out?

The "LEED v4 Submittal Tips" document that was provided by USGBC states:
'Ensure the Gross Floor Area (i.e., all spaces - including unoccupied spaces) of the project is accounted for in determination of the flush out volume of air needed'.
In my experience the GBCI review team will compare the area used for the flushout up against the gross floor area listed within the Details page of LEED Online to ensure consistency.
