Flush-out of a Modular Building

If I am fabricating the building off-site in modules and assembling those modules on-site, can I perform the flush-out in the factory?

flushout must be performed after construction and before occupancy. i think onsite assembling is still part of the construction phase.....so my guess is that the flushout in the factory would not be allowed.
