NC-v4.1 EQc4:Indoor Air Quality Assessment

Taking measurements in a building located in a city that is considered to be in attainment for PM2.5. This is a healthcare building so the limit would be 12 micrograms/m3.  The actual outdoor readings at this building exceed the 12 microgram limit for 24 hour outdoor air.  In that case, can I use the 35 microgram/m3 as a limit?

Not asking about LEED v4.1 requirements - I got that!  I will rephrase my question: If the building being tested is in a location considered to be in "attainment" for PM2.5 but the outdoor measurements, using TSI DRX, say otherwise - perhaps due to wildfire smoke, nearby demolition - does the limit remain at 12 micrograms or can I use the 35 microgram limit? I would like to hear from someone who is doing these field measurements - have you encountered this situation? Did you use the argument that the location is not in attainment and gain the credit point? Or - did that argument get turned down?
