Under v3, only new appliances/equipment being purchased for the project counted and had to be tracked for credit compliance. Is that still the case here?

Not seeing this qualified in the Reference Guide, but hoping someone can verify this is still the same as in 2009 CI....the pre-req compliance (and elective credit points under Optimize Energy) is

We are a GC on a 2009 NC project. our Sub is installing Tectum finale panels are made from: mineral wool (rock) and aspen trees.
