Urinals, All gender restrooms, and percentage calculations

We are working on design for a high school taking an all-gender approach to toileting. Each all-gender restroom has 10 private stalls with communal lavatories.

Use of ERV for Janitorial Exhaust

Knowing that in ERVs a small amount of exhaust air seeps/leaks into the supply air stream, is it possible to use an ERV to exhaust air for janitor closets, etc.

I wanted to know if the percent of occupants can be reduced to reflect that only employees use the Kitchen Faucet and not visitors.
