Energy model pump baseline for ultra tall buildings

Has anyone run up against issues in energy modelling for spaces in ultra tall buildings? LEED baseline in IES 6x lower than the actual for the building.

The credit states that we can "use the COMNET modeling guidelines and procedures to document measures that reduce unregulated loads".

In LEED ID+C: v4 : Commericial Interior project have commercial kitchen space (Veg & Non veg), then which are the credit has been impact.
