It is clear to me how the prerequisite is to implement a plan without having to meet any diversion thresholds. However, its not clear how a CWM plan implementation is demonstrated.

Hello, we are currently working on a new building under LEED V4, and we have doubts regarding what is considered a material "stream".

We manufacture sealant that we package in a 5 gallon plastic pail made from Type 2 HPDE and additives that make it Biodegradable. The pail will degrade in 120 days in the landfill.

Our client is negotiating to lease or acquire property to construct new facilities.
