It is clear to me how the prerequisite is to implement a plan without having to meet any diversion thresholds. However, its not clear how a CWM plan implementation is demonstrated. What documentation other than the CWM plan, total construction waste is needed? what if the final report has a 0% waste diversion rate? Does a project still comply with the prerequisite?
if anyone has done a LEED v4 successfully your feedback would be of great use.

Adrian - I'm not sure if any of the current 89 LEED v4 certified projects' (as of 8/23/16) users subscribe to this forum and will answer your question from experience.
Here's what I can tell you:
Have you looked at the sample form for this prerequisite - available here http://www.usgbc.org/sampleforms or in the Credit Library? As outlined in the Reference Guide, the v01 version of the form, and your inquiry, the only required upload is the CWM Plan. You also have to provide total construction waste as well as total waste diverted from the landfill as outlined on the form.
These values would come from your final report, which is outlined in the Requirements); however, the report is not required to be uploaded. I would say that the final report would document your implementation. The Reference Guide states under Step-By-Step Guidance for Step 4. Decide Whether to Pursue the (corresponding) Credit - "A project team that does not pursue the credit must nevertheless develop the plan and produce a final waste report." The Reference Guide gives additional info on the report contents.
Since there is no performance requirement for this credit (per Further Explanation in the Reference Guide), I would think 0% waste diversion could be acceptable as long as you can explain why that is; however, since this is a prerequisite, I would caution you to ensure the needed attention is given to it - just like any other prerequisite.
This is one of those new items where USGBC is raising the bar and in this case, wanting all projects to address their waste in order to be LEED certified.

Looking further into the subject and being realistic it is highly un probable to have 0% diversion rate given at least there are always some materials with market value, (e.g. steel scrap) which are recycled every time during a construction process.

Hi Adrian,
Was the CWM plan and '0%' diversion rate sufficient in order to comply with the MR prerequisite?
We have a Project located in a country where no recycling facilities are available (at all!); the only available resource is take all the waste (recyclables and no recyclables) to the city's landfill (!).
Under this situation our opportunity to recycle materials is zero same for the diversion rate.
We appreciate your comments about it.
