How do we control the maximum number of cycles of the cooling tower?

Is it by controlling bleed off rate and make-up water rate?

Campus District Cooling Tower

Our project is on a University campus, which utilizes a Distrcit Plant.  There is no Cooling Tower directly within our project, but there is one at the District Plant.

The documentation requirements for WEC3 requires the non-potable water analysis if using 100% non-potable (for 2 points).

The credit is pretty vague about defining the "maximum number of cycles without exceeding any filtration levels". Does this need to be exact (to the gallon over a year)?

Our intention is to reuse stormwater and condensate for at least 20% of the make-up water for the Cooling Tower.
