How to control the maximum number of cycles of the cooling tower?

Hi All,

How do we control the maximum number of cycles of the cooling tower?

Is it by controlling bleed off rate and make-up water rate according to the following method which I found in the internet? http://agiwater.com/PDFs/Cooling_Tower_Cycles_of_Concentration.pdf
