For Project outside US, Target Finder seems invalid?

Our project is located in Asia, and the Target Finder is to compare the project to a US national database, I assumed that it does not work for projects outside US.

lease agreement for residential units

We are working on a CS muti-unit residential project. Does the lease agreement has to be done for future residents to comply with lighting power density indicated on ASHRAE 90.1-2007?

fan power calculation

Goodmorning, i haven't understood how to consider the performance of the baseline's chiller: is it enough to consider a costant COP/IPLV ( tab. 6.8.1) or do i need a performance curve?
