I have a commercial building that will apply for LEED Certification that has the following situation:
• The groundfloor has only retail stores in this pavement and the lobby. The corporate use starts from the first floor.
• The stores will not have anything delivered in the owner´s scope – no lighting, flooring and HVAC system.
My doubt is about the LEED boundary and how should I consider this retail stores in the certification. I have 2 options:
1) Exclude the retail stores from the LEED Boundary – but then the external area around the stores would be still inside the LEED boundary, which would lead me to have a “3D” Leed boundary (just the area of the stores would be excluded from the calculation).
2) Include the stores in the LEED Boundary – IN this case, which numbers should I use for HVAC and lighting power density when simulating the model? Should I use the same numbers as the baseline model?

According to the MPRs you can't gerrymander the LEED project boundary to exclude these spaces. Spaces with a cold, dark shell should model these spaces identically in the Baseline and Proposed according to the Baseline requirements.
