We are working on a CS muti-unit residential project. Does the lease agreement has to be done for future residents to comply with lighting power density indicated on ASHRAE 90.1-2007? In the simulation model it will be used the lighting power density indicated on ASHRAE for both project and baseline cases.

Technically the lease agreement does not have to require them to comply. If the owner wants to make sure they do comply then requiring an across the board 90.1-2007 compliance in the lease agreement would be a good idea for a green building project.
Keep in mind this is not about the plaque or the points or the minimum requirements, it is about producing a green building. Allowing the tenants to design beyond 90.1-2007 would certainly be considered the opposite of green.
