Peter, I could be wrong but I would not assume that. I think that someone assigned to a project can't see forms until they are assigned to that credit, at which point if they can see the form...

Pablo, I think Jason had a good answer to your similar qustion on the WEp1 forum in this comment. I would say the bottom line is to use a consistent methodology that is reasonable for your project, and to make sure that it doesn't appear inconsistent to GBCI reviewers.
