It is required to factor in the initial equipment installation costs when calculating the annual cost for on-site renewable energy for a proposed building? For a PV system, the initial costs are quite high, but the annual cost for the energy produced is near zero. EAp2 ...

I've submitted projects that have basically the same set up with no problem. I recommend documenting exactly what's going on with lots of photographs with captions. and EAc1 at the same time while only paying for EAp2. We included a narrative explaining our intent to appeal both in the EAp2 submission. Call the GBCI help line and they can walk you through the process, bottom line is we didn't get double charged and were awarded the prerequisite and Credit. Good luck.
