I'm appealing WEp1. We built in extra water saving measures. It seems that leedonline wants to charge me to update WEc3. Surely that is not fair.

Assuming you aren't going to earn WEc3, then no it is not fair.
We recently had to appeal an exemplary performance credit and had been granted the point for the credit. We couldn't get LO to not bill us for the credit and the EP credit. We paid both and GBCI was very easy to deal with on the refund.

We just successfully appealed EAp2 and EAc1 at the same time while only paying for EAp2. We included a narrative explaining our intent to appeal both in the EAp2 submission. Call the GBCI help line and they can walk you through the process, bottom line is we didn't get double charged and were awarded the prerequisite and Credit. Good luck.

Thanks. I've decided to just appeal the prerequisite. If they don't update the credit which is marked as changed, then I will follow it up. Payment wise it makes things simpler.

Just be sure to add a quick couple sentence narrative describing your intent and you should be good. Never expect the reviewer to assume your intent. Best of luck.
