In ASHRAE 90.1 Table 6.5.6.1 - Exhaust Energy Recovery Requirement where they mention % Outdoor Air at Full Design Airflow Rate are they referring to the "minimum outdoor air" value ?

The workbook available on the USGBC website does not appear to be properly updating when changing the climate zones. Here are some examples for k-12 schools:
