Do laptops need to be included within this list? Also, does any old equipment such as old laptops or others have to be included in the list as well, or are we only looking at the new equipment and appliances

Yes laptops are included. Anything covered by Energy Star in the scope of work must be included. New equipment/appliances only.

What about leased Energy Star-eligible equipment? The future tenant has a three year lease of equipment they will be moving over to the new space - how does that work? Should I assume that to be new?

Rated power is typically found directly on the appliance itself along withthe model #, etc. All electrical equipment is required to have such a label.
