In ASHRAE 90.1 Table 6.5.6.1 - Exhaust Energy Recovery Requirement where they mention % Outdoor Air at Full Design Airflow Rate are they referring to the "minimum outdoor air" value ? The outdoor airflow rate will vary with the economiser. So is it the minimum value we should to use and compare this to the design flowrate. ??

Based on the title of your question I'm assuming you're asking about when energy recovery is required in the Baseline model, not the Proposed design. The % Outdoor Air would be calculated as (Baseline minimum outdoor airflow calculated per G3.1.2.6) / (Baseline full design airflow rate calculated per G3.1.2.9). You would not use the outdoor airflow in economizer operation to determine whether energy recovery is required.
