Has anyone used the Tenant Lease Agreement compliance path for glare control in LEED CS projects where the automated shades are being required by the developer but provided by the tenant?

Dear all, when assuming interior blinds to allow glare control in tenant spaces. Does the condition of installing blinds have to be included in the Tenant Lease Agreement?

Fixed shading devices

Just wanted to confirm, in a Core and Shell project, if there is not any kind of shading device within the scope, then you are not eligible for this credit.
