Should the excavation work cost be included in the total contruction cost (while using the default cost of materials equal to 45% of total construction costs)?

CS Credits MRc3 through MRc6 all cover the same scope of materials, and except for Certified Wood, each calculates achievement as a percentage of “Total Material Cost” determined by one of two methods.
In both the ACTUAL COST and DEFAULT methods, the scope used in credit calculations is that from Construction Specification Institute (CSI) MasterFormat Divisions 03 through 10 and parts of Divisions 31 & 32 (Sections 31.60.00 Foundations, 32.10.00 Paving, 32.30.00 Site Improvements, and 32.90.00 Planting). Division 12 Furniture is optional if done consistently for all MR credits.
To your question: CSI places excavation with Earthwork in Division 31, but not in Section 31.60.00. Therefore, Excavation may NOT be included in MR totals.
[Project teams outside North America may not be familiar with CSI MasterFormat. It is a standard for organizing construction specifications, costs, and related data. A free outline of the current version is available at this link: http://csinet.org/numbersandtitles .]

I would like to clarify one more thing: Is the material cost the price that the General contractor pays or is it the price that the Investor pays (so the price including general contractor's overhead and profit)?

Agata, it is typically the total cost for the project, which would include the GC's total price tag. One issue is that many (most?) GCs won't want to separate out these costs in a transparent way.
