"occupant service capabilities" is language from the referenced standard. It is asking how the implemented measure affects the occupant's ability to control/adjust their setpoints/operating hours/etc.
Many times the practical capital improvement meausures we identify has no effect on ocupant service capabilities; therefore we note in our report 'not applicable to this capital improvement measure".
