exempting areas from a hotel project

Hello I am documenting a Hotel project that is on the edge of LEED Gold. The Views credit is the last credit we need for 60 points.

Based on my interpretation of Option 1 for this credit, it seems as though project teams are being asked to evaluate the 95th percentile (or 98th percentile) rainfall event in isolation.

Under ASHRAE 90.1 - G3.1.1 do I HAVE to use exception C for any zones having special pressurization relationships, cross contamination requirements, or code-required minimum circulation rates?
