Is this correct: If students bring their own task lights (and we don't know what they'd bring) we do not include them in our lighting power density calculation? We have fixed overhead lighting.

You do need to include an allowance for task lighting in your lighting power density calculation. The only lighting you do not count in that calculation are the exceptions to Section 9.2.2.3. Dorm task lighting is not an exception. An exception would still need to be modeled identically as process lighting. Some universities have a policy about the type and wattage of task lighting allowed in dorms. My daughter's school only allows CFLs or LEDs. You may be able to use this to determine the wattage to include if such a policy exists at this school, otherwise you will need to make an assumption and be able to defend it.

Makes sense. Otherwise you'd kind of be penalizing projects that spend the money to provide task lights ...

It's a good policy. I say only allow 6 watt (or less) LEDs- that's what I have on my desk and it's easy to put these bulbs in any old fixture with an edison screw. The 13 watt CFLs were good but it is a pain when they break and you have mercury to dispose.
