How should one model existing glazing U-Values and Solar Heat Gain values when they are unknown (they were installed 24 years ago). I am referring to the Baseline Model ASHRAE Table G3.1 5f

Water Meter

My understanding of this credit, is that at a minimum there needs to be a water meter installed to monitor the entire building. It is not required to provide submetering.

Tenant Guidelines are a credit under Core and Shell, but are required under MPR if you have a tenant space in a New Construction project.
