As per local regulation Roof garden with grass, other trees using sand in roof is not allowed, Landscape near Building construction area is not allowed for this type of building can we use planter

Does anybody know if performing energy modeling using ComCheck satisfies the requirements for Whole Building Energy Simulation, or is something more extensive required?
