Meters for every floor? One Tenant Building

CI-v4.1 EAc3:Advanced Energy Metering

In our CI Project, we have a single Tenant.  Per this credit, is a meter required for every floor of this 8 floor building?  We believe that is not required for this CI project.

I have a new school project which currently has ionization devices throughout the HVAC RTUs.  These ionization devices reduce the required outside air.
