I have not, I've checked Ipex, Oatey, and Spears. Any luck for your project?

Update: I received an email from my supplier today advising that the manufacturers of the PVC cement/primer do not wish to spend the money on the testing and that there are none available.

Have there been any updates to this? Has anyone been able to find any compliant PVC welding cements?

Check Oatey and Hercules products, I found many Greenguard certificates on the UL Spot database.
