Frosted Glazing?

CI-2009 IEQc8.2:Daylight and Views—Views for Seated Spaces

We are attempting IEQ 8.2 for LEED CI. Would a 49" tall frosted glass panel partition comply with the intent of this credit?

Our project boundary is limited to building only excluding land area. One problem is..waste collection area is installed outside.

I've heard that the location should be taken from where the steel in formed (manfactured) to determine the milage for Regional Materials since it is difficult to document the extraction location.
