I am working on a project where the base line system is a packaged VAV with reheat. ASHRAE 90.1 specify the packaged efficiency as 9.8 EER including the compressor heat rejection and fans.

There is a Rapid Metro network in construction with multiple stations and the rail network in between. The entire network( Rail line and stations) is elevated and above the existing roads.
