exterior lights in enclosed courtyard

I have a project where the only exterior lights are within a courtyard that is surrounded by the building on all sides, 4 storys tall. Would the project still have to submit a photometric plan?...

Has any one worked on/heard of a hotel project that was able to achieve this credit? There doesn't seem to be a clear answer on whether or not hotels are exempt from the interior lighiting...
