Calculating Materials vs. Construction vs. Project costs

NC-v4 MRc3:Building product disclosure and optimization - sourcing of raw materials

The default materials calculation is 45% of construction costs (Div 3-10 primarily). Is there a generally accepted percentage of project costs that is considered to be construction costs?
