Sample LPD Calculation Error?

I believe there is an error in the Sample LPD Calculation file that has been provided. Or, my understanding how to correctly calculate the LPD is wrong.

It looks as though building facade lighting is a non-tradable surface, but our LED facade lighting is exceeding the LPD, are LEDs that are backlighting a building facade exempt from calculations?

We are going to provide the LED strip along the vertical line of the building facade. If we assume that the 50% of their lumen is above 90 degree from nadir then our bldg.
