LEED boundary - no parking lot

The LEED boundary for our project does not include the parking lot near the building. The form indicates that we must "upload a photometric site plan of the parking areas with a footcandle summary table for av/max/min light ratios (software output), standard or security use (see RP20)." I am assuming that because the parking lot is not in our LEED boundary that we are exempt from this requirement, and may upload a comment indicating that this is the case. Is this the correct approach?
