Expansion joints-LEED for schools v2009

For the expansion joints being used in a LEED project for schools v2009, do they have to meet the NRC requirement of 0.70? Currently our sub wants to use Seismic Colorseal, STC 52/OITC 38.

For a VAV (multiple-zone) system should the Design System Primary supply Airflow (Vpsd) sum up the total supply (and not the outdoor) air of each zone?
