And one more thing just to be sure: Does the project need to comply with lighting power allowance requirements of sections 9.5 or 9.6 (ASHRAE 90.1-2007)?

Does high VOC primer have any adverse effect on air quality?

Ideally you would want everyone to use low VOC whether the product is applied on site or off site.
