Is it necessary to have a Leed Green Associate or a Leed AP ND to propose one project to the certification LEED ND (plan or built) ?

In a multi tenant CS office building smoking is prohibited in the entire building (Option 1). However the owner wishes to execute a few single person offices as designated smoking rooms.

Hello, the credit allows non-US projects to accept products as low-emitting if these are compliant with AgBB (2010), even though the low formaldehyde requirement on top of AgBB compliance unfortuna

I am not quite sure if this is the USGBC's intent, and maybe I'm a nitpicker, but:

-Biofuel "(in some cases)" is eligible, the "some cases" are not further described
