Light meter to obtain light reflectance of finishes?

We are having trouble getting light reflectance values from the manufacturer for a number of finishes.  Has anybody tried using some sort of light meter to get the value yourself?

In the fine print of this credit under the table for adding solar reflectance and thermal emissivity it lists a very recent standard "ASTM/CRRC S-100-2021" which is based on ASTM C1371.

Is EIFS Considered an Inherently Non Emitting Material

Has anyone found VOC data for an EIFS System or is it considered to be an inherently Non-Emitting Material.  It is mainly composed of cement.

If pursuing the insulation category, does roof insulation need to be included?  I am assuming that it does, but the credit requirements do not specifically say so.

Working on an ND project, and curious about the CWMP requirement on this credit.  Can this same ND CWMP be used on individual buildilngs pursuing BD+C within the ND boundary for materials
