We have a Core & Shell project that is complete but doesn't have tenants. The owner is having problems getting tenants (and their layouts/ HVAC needs) so we don't have a way to test the equipment. The only functioning system at the moment is a DOAS with an ERV and supplemental heat if required to keep the building from freezing. The heating and cooling will eventually be supplied with a VRF system but the branch boxes are not connected to anything due to the lack of tenants. Is there a lower threshold to certify this requirement without having tenants tap into the main heating/ cooling systems in an empty building? Or do we have to have tenants to complete? The commissioner does not want to test the minimal equipment and have to come back and test again. Any help appreciated.

Bryan - Have you received a response on this item? We have a similar scenario in which the RTU's are furnished, but not electrically connected other than for the common areas (corridors, restrooms).

Yes! Now I hate to enshrine this and throw someone under the bus for replying to me but GBCI stated but it was truly a valuable statement and clarified a lot:
All energy-related systems that are installed as part of the core and shell project must be commissioned in order to comply with the prerequisite. Some commissioning activities will be limited because of the installed systems or components. Systems performance testing procedures are generally designed for complete system installations, and core and shell systems may not be complete. Testing procedures may have to be changed or eliminated for systems that are incomplete. Document all the systems that will be installed as part of the Core & Shell project and commission these systems.
If the complete HVAC system is not installed within the CS project scope, then the VRF outdoor units are not required to be commissioned to comply with the prerequisite. Systems and equipment within the tenant(s) scope of work are not required to be commissioned for the LEED CS project to comply with the prerequisite. The DOAS and ERV that are currently in use should be commissioned.
