If a university building is tied in to a campus chilled water distribution, does the campus chiller plant have to be included in the building's refrigerant use?

The credit language reads: Design at least 50% of interior nonstructural walls, ceilings, and floors to be movable or demountable.

My understanding of this credit, is that at a minimum there needs to be a water meter installed to monitor the entire building. It is not required to provide submetering.

When completing this pilot credit, it seems that it should give more allowances for buildings that have streets on all four sides (take up an entire city block).
