LEED Boundary adjacent to the Ocean

Project is adjacent to the Atlantic Ocean. The sand dune is protected with many native plant species and a nesting habitat for 5 different endangered turtle species.

Is it acceptable to have the Low Emitting and Fuel Efficient Vehicle Signage painted on the asphalt for the designated parking spaces or do they have to be signs on a post?

From what I have read about the new website, it is no longer required to complete all design prerequisites before submitting for Design Review (split review assumed).
