There was some confusion at the on start of the process as to who owned the analyzing and reporting of the data. The confusion seemed to be due to the overlap of the tasks for this credit and the M&V plan. This issue was resolved over a period of 2-3 meetings. It was decided that the company which did the Energy Model is best suited to analyze the energy data, but care must be taken to have a neutral 3rd party analyze the data and provide feedback due to the inherent conflict of interest involved when the same company analyzing the data is the company that generated the original energy model. The original engineering firm may also have over promised as to how much energy could be saved as compared to the same building as modeled by ASHRAE 90.1 appendix G.
